An 1859 rail town that doubled after 2000

Fountain was founded in 1859 as a rail shipping hub and is named for Fountain Creek, which flows south through town. The old-town core still shows: 5.6% of housing units predate 1940. But the modern city is a 2000s product: “America’s Millennium City” to the New York Times in 1999, an All-America City in 2002. Today it has 29,300 residents and 10,454 occupied homes with a median year built of 2000; 51.1% of units were built in 2000 or later and 72.8% are owner-occupied (ACS 2024 5-year).

Fountain lies just east of Fort Carson, whose February 2026 fact sheet counts a total population of 89,630. Frequent military moves mean houses change hands often. Elevation is 5,558 feet, about 2,000 feet below Monument, making Fountain the warmest and least snowy place in our service area.

The June 13, 2018 hailstorm and Fountain Creek

Before sunrise on June 13, 2018, baseball to 3-inch hail fell on Fountain and southern Colorado Springs. The Rocky Mountain Insurance Information Association put losses at $169 million from 26,000 auto and homeowner claims, and NWS Pueblo said El Paso County had never before seen a 2-inch-plus hail event in morning hours. Gutters on the city’s 2000s homes have mostly been replaced since, or still carry the dents.

Fountain’s weather follows the Colorado Springs airport normals (NOAA 1991–2020): 15.91 inches of precipitation a year, with July (3.12 inches) and August (2.96 inches) the wettest months, 32.5 inches of snow and 159.7 nights at or below freezing. Fountain Creek flooded in 1864, when a dozen houses reportedly vanished, and again in 1921, 1935 and 1965. Snow load matters less at this elevation; summer cloudbursts and hail drive gutter work here.

Gutter services that matter most in Fountain

  • Replacement after hail. Gutter replacement typically runs $4–$13 per linear foot for seamless aluminum; galvanized or galvalume steel $7–$12.
  • 6-inch seamless for monsoon season. Seamless gutter installation in 6-inch K-style adds about $3–$5 per foot over 5-inch.
  • Downspouts away from the slab. The Colorado Geological Survey recommends discharging roof water at least 5 feet from the foundation with a 5% grade in the first 10 feet. See downspouts and foundation drainage.

Fountain is a member city of the Pikes Peak Regional Building Department (PPRBD). PPRBD has no gutter license class and gutters do not appear in its permit lists, so stand-alone gutter work generally needs no permit or license; confirm with PPRBD for your project. When gutters go on with a re-roof, ask for the contractor’s PPRBD D-1 roofing license number and permit. Colorado’s roofing law (SB12-038) covers roofing contractors; gutters are not named in it, so ask your insurer what your policy covers. Ask every company for proof of liability insurance and workers’ comp, an itemized written quote (material, gauge, width, hanger spacing, downspout count) and warranty terms in writing.

Fountain gutter questions

Is Fountain really worse for hail than the rest of Colorado Springs?

No source gives a Fountain-specific hail count. What the record shows is that the pre-dawn storm of June 13, 2018, centered on Fountain and southern Colorado Springs, caused $169 million in losses from 26,000 claims, and that El Paso County had never recorded a 2-inch-plus hail event in morning hours before. Regionally, a 2022 study put the Colorado Front Range at about 26 hail days a year, most of them sub-severe.

Do I need 6-inch gutters in Fountain?

It depends on roof area and pitch, not on rainfall totals alone. Fountain gets only 15.91 inches a year at the airport station, but 6.08 inches of it falls in July and August as short, intense afternoon storms. Ask each installer to size gutters and downspouts to your roof planes; 6-inch K-style typically adds about $3–$5 per foot over 5-inch.

I’m selling a house in Fountain. Do I have to disclose old hail damage to the gutters?

Colorado’s Seller’s Property Disclosure form (SPD19) asks about gutter or downspout problems, roof damage, hail damage, drainage, and any property insurance claim submitted, whether paid or not. If you know of a problem, the form expects it to be disclosed. This is general information, not legal advice; ask your agent or an attorney.
